The Washington Post and other news outlets picked up an Associated Press (AP) article on the prospects for reform within USPS.  An analysis conducted by C21, a trade group which includes the GCA, concluded that one solution is to lift the cap on postal rates, which would allow for a greater than one cent increase this year.  Another potential obstacle to sustainable reform is 2006 legislation requiring the USPS to pre-fund 75 years worth of retiree benefits.  No other government agency or private business is required to pre-fund to that extent.
